With school back in session, it’s a great time to check out AT&T’s new Smart Limits for Wireless service. Parents can set monthly usage and spending limits, decide when a child’s cell phone can make and receive calls, and place restrictions on text messages, talk time, and downloads.
According to research firm The Yankee Group, 72 percent of children ages 13 to 17 now carry mobile phones. Smart Limits for Wireless is a great way to offer parents peace of mind and help ensure that these children are working within a budget and using their mobile devices safely and reasonably.

alternatively... there's the good old fallback of:

1 - Trust
2 - Natural consequences

"This mobile phone is for use to contact mum and dad only. We trust that you won't use it to chat to your friends. We've put a max-spend bar on it in of $30/month case it gets stolen, but otherwise it's all yours. If you start using it to chat to your friends I'm going to have to take the phone away and help you look for a part-time job."
